As part of the Human Capital Program supported by the World Bank, the National Center for Educational Research is developing a new school funding model, which includes:
Comprehensive study of the current funding system, to be completed by December 2024. This task encompasses:
Evaluation of the existing funding model to assess how well it aligns with the criteria of equitable access, transparency, adequacy, efficiency, and effectiveness;
Analysis of changes in school funding policies implemented over the past 20 years in the context of international trends in school funding;
In-depth study of public school needs and, based on findings, defining the objectives for changes to the funding model.
Development and piloting of the new funding model, with the pilot phase scheduled to begin in September 2025. Based on the results of the pilot, the model will be refined, and the new school funding system will be implemented starting in 2027.
Although the study will be finalized in December 2024, interim reports have been prepared to reflect progress. These include an analysis of how the state is funding schools, an inception report on the new model for funding general education schools, a detailed school utility cost analysis, and a preliminary report on school network restructuring.
