ICCS - International Civic and Citizenship Education Study

The International Civic and Citizenship Education Study (ICCS) is the only large-scale international study that assesses students' knowledge of democracy, human rights, civic responsibility, and active citizenship. Additionally, ICCS examines the social and cultural values of 8-grade students, their attitudes toward diversity, tolerance, and social engagement. The study also evaluates the environment within schools and communities that influences students' civic education and development.
ICCS data, along with data from the International Association for the Evaluation of Educational Achievement (IEA) organized TIMSS and PIRLS studies, is recognized by UNESCO as a reliable source for monitoring the achievement of Sustainable Development Goal 4 (Ensuring inclusive and equitable quality education for all) initiated by the United Nations.
Like other international assessments, participation in ICCS provides Georgia with the opportunity to obtain reliable and comparative data to shape educational policy in the field of civic education.
In Georgia, the ICCS pilot study will be conducted in 2026, with the main study taking place in 2027.

ICCS & ICILS

Since 2025, Georgia has joined two more important international studies organized by the International Association for the Evaluation of Educational Achievement (IEA)ICCS (International Civic and Citizenship Education Study) and ICILS (International Computer and Information Literacy Study). It is important to note that digital literacy and civic education are essential components of global citizenship, and for the first time, a large-scale assessment is being conducted in these areas, serving as a foundational study within the Georgian educational context.
